Cooperation with Iran


Diplomatic relations between the two countries date back to May 20, 1920, when the governments of the RSFSR and Persia exchanged notes of mutual recognition.

Officially, relations between Persia and the RSFSR began with the Soviet-Iranian Treaty of Friendship signed in Moscow in 1921. The Treaty was ratified in Tehran on February 26, 1922 and registered with the League of Nations on June 7, 1922.

On December 25, 1991, Iran expressed its readiness to continue relations with Russia as a successor State of the USSR.

The signing of the Treaty on the Basic Principles of Relations and Cooperation between the Russian Federation and the Islamic Republic of Iran by the presidents of the two countries on March 12, 2001 in Moscow (entered into force on April 5, 2002) was a major contribution to strengthening the legal and contractual framework of Russian-Iranian relations.

The presidents of the two countries meet within the framework of the SCO (Council of Heads of State of the Shanghai Cooperation Organization), the CICA (Conference on Interaction and Confidence Building Measures in Asia) Summit, and the Caspian Summit. Continuous contacts at the level of heads of ministries and agencies are also maintained.

Military-technical cooperation between Russia and Iran is based on intergovernmental agreements signed in 1989-1991.

In October 2001, an intergovernmental agreement on military-technical cooperation was signed during a visit to Moscow by an Iranian delegation headed by Defense Minister Ali Shamkhani.

The Intergovernmental Russian-Iranian Commission on Military-Technical Cooperation has been operating since 2001.

Russian-Iranian military-technical cooperation is developing in strict compliance with current international legal norms.
