Cooperation with the Republic of Belarus


Diplomatic relations between the countries were established on June 25, 1992 and have the character of union cooperation (the treaty on the establishment of the Union State was signed on December 8, 1999).

In 2001, the Military Doctrine of the Union State was adopted.

On 3 February 2009, an agreement was signed between the Russian Federation and the Republic of Belarus on the joint protection of the external border of the Union State in airspace and the establishment of a unified regional air defense system for the Russian Federation and the Republic of Belarus. Cooperation between Russia and Belarus is actively developing within the Collective Security Treaty Organization (CSTO) and the CSTO Collective Rapid Reaction Force (CRRF).

On December 10, 2009, the Treaty between the Russian Federation and the Republic of Belarus on the development of military-technical cooperation, which is very close in nature, was signed in Moscow. Weapons and equipment in the national armed forces of Russia and Belarus are largely the same; in addition, some of the military equipment produced in Russia is completed with Belarusian-made components.

In addition to the Collective Security Treaty (CST), a number of joint documents have also been adopted: the Treaty between the Republic of Belarus and the Russian Federation on military cooperation; the Agreement between the Republic of Belarus and the Russian Federation on joint efforts to ensure regional security in the military sphere; the Union State Security Concept (decision of the Supreme Council of the Union of Belarus and Russia dated April 28, 1999); the Concept of Joint Defense Policy of Belarus and Russia (decision of the Supreme Council of the Union of Belarus and Russia dated January 22, 1998); the Military Doctrine of the Union State (decision of the Supreme State Council of December 26, 2001).

Meetings of Heads of State, heads of foreign policy and other departments are held annually. Joint military and counter-terrorism exercises are also held regularly.

Rosoboronexport has been a regular exhibitor at the International Exhibition of Arms and Military Equipment (MILEX) held in Minsk since 2001.

Rostec State Corporation has a representative office in Belarus that ensures Rosoboronexport's interests.
