In 1935, they were interrupted at the initiative of the Uruguayan side and then restored in1943. The basic bilateral political document - the Treaty of Friendship and Cooperation between the Russian Federation and the Eastern Republic of Uruguay - was signed in 1997.
The basis for bilateral cooperation is the 1997 Treaty of Friendship and Cooperation between the Russian Federation and the Eastern Republic of Uruguay. The legal framework also comprises intergovernmental agreements: on cultural and scientific cooperation (1997), on the abolition of visas for holders of diplomatic, service and official passports (1999), on cooperation in the fight against illicit drug trafficking (2002), on military-technical cooperation (2002).
Since 2014, the Russian-Uruguayan Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation has resumed its work.
