On June 7, 2004, the first visit of the head of the Russian state to Mexico in 100 years took place. Following the talks between Russian President Vladimir Putin and Mexican President Vicente Fox, a joint statement "The Russian-Mexican Initiative: Towards a New Era of Cooperation" was signed. It talked about expanding military-technical cooperation. In June 2005, Vicente Fox paid a return visit to Russia, during which agreements on expanding economic cooperation were signed.
In 2017, Rosoboronexport took part for the first time in the FAMEX-2017 International Aerospace Exhibition held at Santa Lucia Air Force Base.
