Diplomatic relations between Russia and Venezuela were established on March 14, 1945.
In 1996, during a visit to Caracas by Russian Foreign Minister Yevgeny Primakov, a Treaty of Friendship and Cooperation between the Russian Federation and the Republic of Venezuela was signed. Bilateral relations intensified markedly after Hugo Chávez’s government came to power. The Venezuelan president repeatedly visited Russia since 2001.
In November 2008, Russian President Dmitry Medvedev paid his first official visit to Venezuela.
Military-technical cooperation between Russia and Venezuela is developing on the basis of an intergovernmental agreement signed in May 2001 during the visit of Venezuelan President Hugo Chavez to Moscow. Also, since December 2001, the Intergovernmental Russian-Venezuelan Commission has been operating, which includes, among other things, a Subcommittee on Military-Technical Cooperation.
In September 2009, the two countries signed an agreement on mutual protection of intellectual property within the framework of military-technical cooperation.
