Practically, cooperation between the two countries began with the signing of the first economic agreement on mutual supply of goods in March 1948. Bilateral relations reached their maximum in the 1950-60s, when thousands of Soviet specialists helped Egypt to build plants, factories, the famous Aswan High Dam, Helwan Iron and Steel Works, power lines and many other facilities. Several generations of Egyptian youth studied in Soviet higher educational institutions.
In May 1964, the first official visit to Egypt was made by Nikita Khrushchev, Chairman of the USSR Council of Ministers.
In 1968, Egyptian President Abdel Nasser visited Moscow for the first time.
In 1971, Moscow and Cairo signed a Treaty of Friendship and Cooperation.
After several years of decline in relations, Egyptian President Hosni Mubarak paid an official visit to Russia in September 1997. The talks resulted in the signing of a large package of documents, in particular, agreements on scientific and technical cooperation, on cooperation in fighting crime, as well as the Russian-Egyptian Political Declaration.
In April 2001, during a visit of Egyptian President Hosni Mubarak to Moscow, a 10-year long-term program for the development of trade, economic, industrial and scientific-technical cooperation was signed, as well as a Declaration of Principles of Friendly Relations and Cooperation.
Cooperation between Russia and Egypt in the military-technical sphere has a long history. Egypt was the first country in the Arab world to purchase arms from the USSR. The first agreement in the military sphere was signed in 1955 and until 1973 Egypt remained the leading buyer of Soviet military equipment and armaments in the Middle East.
On June 23, 2009, during the official visit of Russian President Dmitry Medvedev to Egypt, a Strategic Partnership Treaty between Russia and Egypt, including the development of military-technical cooperation, was signed in Cairo.
The joint Russian-Egyptian Commission on Military-Technical Cooperation has been operating since March 2005.
